To deliver effective family guardianship and guarantee legal rights of the minors, especially orphaned children living in communities, de facto unattended children, and children under temporary guardianship of civil affairs administrations, Jiangxi Provincial Civil Affairs Office put in place the Regulations on Evaluating Guardianship of Minors (temp) Across Jiangxi Province.
Chunhui Children was entrusted by Jiangxi Provincial Civil Affairs Office to evaluate designated families’ guardianship of under aged children.
Early on, Chunhui trainers met with administrators from the civil affairs office to design, try out, revise evaluation tools, develop staffing plans and schedule evaluations.
Then 9 teams of 18 Chunhui trainers expertized in social work, psychological counseling and early education evaluated family guardianship of 124 children in 39 counties of the 5 Jiangxi cities, Ji’An, Ganzhou, Yichun, Shangrao and Fuzhou. After the evaluation, the trainers gathered to share, summarize and brainstorm individual case intervention measures. They would develop An Evaluation Report on Family Guardianship for each evaluated child, classify the evaluated families by levels (low, mid and high) of guardianship risks, assist the local civil affairs administrations in creating child guardianship files and documenting cases that need most special guardianship, and implement measures based on the evaluation results.
